Authorizes the Mississippi Development Authority to establish the West Central Mississippi Incubator Grant Program as a collaborative partnership with the Mississippi Department of Finance and Administration, county boards of supervisors in six counties, and multiple economic development entities.

Program will operate one incubator in each of the following counties: Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo, with locations determined by the Mississippi Development Authority in consultation with partner entities.

Incubators will provide entrepreneurship support services including shared office space, utilities, equipment, reduced rents, technical assistance, business personnel access, security, janitorial services, and management support to new businesses and micro-enterprises.

Mississippi Development Authority given authority to contract for incubator operations and to receive and expend funds from public and private sources.

Takes effect July 1, 2025.
