Creates the Motor Vehicle Liability Insurance Enforcement Study Committee to examine and develop recommendations for ensuring drivers have motor vehicle liability insurance.

Committee shall study the feasibility of requiring proof of liability insurance before issuing or renewing license tags or decals, and identify best practices if feasible.

Committee composition includes the Mississippi Commissioner of Insurance, chairmen of relevant legislative committees (Insurance, Finance, Ways and Means, and Appropriations), a county tax assessor and collector appointed by the Mississippi Assessors and Collectors Association, and two at-large members appointed by the Lieutenant Governor and Speaker of the House.

Mississippi Insurance Department shall provide staff and support to the committee; all state departments and agencies must provide requested facilities, assistance, information, and data.

Committee must submit findings and recommendations to the Legislature by October 1, 2025, and shall be dissolved upon submission of its report.
