Increases the presumption of a cigarette wholesale dealer's cost of doing business from 2% to 4.5% of the basic cost of cigarettes to the wholesale dealer under the Unfair Cigarette Sales Law.

Increases the presumption of cartage cost from 0.5% to 1% of the basic cost of cigarettes to the wholesale dealer when cartage is performed or paid for by the wholesale dealer.

Applies to cases where the wholesale dealer cannot prove actual cost of doing business or cartage costs that differ from these presumed percentages.

Takes effect July 1, 2025.
