Exempts school districts from reverse auction and competitive bidding requirements when purchasing electronic devices such as laptops, tablets, and computer peripherals over $75,000.

Allows local school boards to authorize purchasing entities to use a Request for Qualifications process that promotes open competition instead of mandatory reverse auctions for these technology purchases.

Applies exemption to individual public schools, public charter schools, and public school districts when purchasing copyrighted educational supplemental materials, electronic devices, and software as a service products.

Effective July 1, 2025.
