Establishes the Educational Counselor, Psychologist and Psychiatrist Loan Repayment Program administered by the Mississippi Postsecondary Financial Assistance Board, offering up to three annual awards to eligible professionals working in public schools, colleges, or universities.

Provides loan repayment awards ranging from $1,500 to $3,500 for professionals in non-improvement schools or higher education, and $4,000 to $6,000 for those in Comprehensive/Targeted Support and Improvement Schools, with awards paid annually to lenders.

Requires applicants to hold a standard professional license, have undergraduate or graduate education loans, and not be in default on any educational loans or previously received from similar forgivable loan programs.

Adds nationally certified school psychologists to the list of education professionals eligible for an annual $6,000 salary supplement plus fringe benefits when employed by local school boards or the State Board of Education.

Creates two special funds in the State Treasury for the loan repayment programs that do not lapse at fiscal year-end, with the loan repayment program sunsetting July 1, 2029; effective date July 1, 2025.
