Amends Section 37-173-1 of the Mississippi Code to standardize references to Orton-Gillingham based dyslexia therapy training programs approved by the State Department of Education.

Defines "Department-approved Orton-Gillingham based dyslexia therapy training program" as programs accredited by the International Multisensory Structured Language Education Council (IMSLEC) requiring a minimum of 200 hours of coursework and 700 hours of clinical work.

Establishes qualifications for "Department of Education licensed dyslexia therapist" including completion of department-approved Orton-Gillingham based training, an AA license, or national certification from a recognized organization with a master's degree.

Clarifies that dyslexia therapy must be scientific, research-based, Orton-Gillingham based instruction delivered in small group settings and include specific components such as phonemic awareness, phonics, language structure, and comprehension strategies.

Applies these standards to the Mississippi Dyslexia Therapy Scholarship for Students with Dyslexia Program, which provides scholarships for students in grades 1-12 diagnosed with dyslexia to receive comprehensive therapy from licensed therapists.
