Establishes the Office of the Ombudsman for Parental Assistance within the State Department of Education, with the ombudsman appointed by the State Superintendent of Education and approved by the State Board of Education.

Requires the ombudsman to have either a master's degree and 8 years of relevant experience (including 4 years in administrative/supervisory role) or a bachelor's degree and 9 years of relevant experience (including 4 years in administrative/supervisory role).

Authorizes the ombudsman to investigate parent and stakeholder complaints about schools and districts, mediate disputes, track systemic issues, and publish an annual report to the Governor, Legislature, and public.

Exempts ombudsman office records from the Mississippi Public Records Act of 1983 and requires confidentiality of all communications unless written consent is provided by parent or legal guardian.

Allows the ombudsman office to seek and accept grants, gifts, or other funds to support operations provided such funds do not compromise independence or impartiality; effective July 1, 2025.
