Creates the Mississippi Dyslexia Education Funding Grant Program administered by the Department of Education to provide dyslexia therapy and fund dyslexia therapists or support staff in schools.

Requires each school district to receive a minimum grant of $100,000 by October 1, 2025, with remaining funds distributed upon application until depleted.

Establishes a special "Dyslexia Education Fund" in the State Treasury that receives deposits from any source, does not lapse at fiscal year-end, and earns interest credited to the fund.

Permits the Department of Education to use up to 1.25% of appropriated fund monies to reimburse reasonable actual and necessary oversight costs for administering the grant program.

Requires the Department to promulgate rules and regulations for program administration and file annual reports to the Lieutenant Governor, Speaker of the House, and Governor by December 1 each year.
