Local school boards must develop and schools must implement age-appropriate cell phone and personal electronic communication device policies restricting use during the bell-to-bell school day (first bell to dismissal bell, including lunch and passing periods).

Elementary schools (K-5) must prohibit cell phone use entirely; middle schools (6-8) and high schools (9-12) must prohibit possession during bell-to-bell time but may permit use before/after school for high school students.

Students with IEPs, Section 504 plans, or physician certification may possess and use cell phones for health monitoring or assistive technology support as accommodations.

Students cannot be suspended or expelled solely for violating cell phone policies; violations must be addressed through other disciplinary measures outlined in school conduct codes.

School districts must post policies on their websites, establish procedures for off-site events and emergency protocols, and incorporate emergency best practices into comprehensive school safety plans including staff training and parent communication procedures.
