Amends Section 23-15-713 of the Mississippi Code to authorize every duly qualified elector to vote by absentee ballot without restrictions.

Removes existing categorical limitations on absentee voting eligibility (previously required voters to fall within specific categories such as students, elderly voters, disabled persons, or those required to work on election day).

Establishes the change effective July 1, 2025.
