Authorizes qualified electors to vote early from 5 to 21 days before an election at the registrar's office or a designated location during specified hours: weekdays 8 a.m. to 5 p.m. (extended to 7 p.m. the last two days) and one Saturday from 8 a.m. to 4 p.m.

Requires early voters to appear in person, sign a receipt book, and vote the same manner as on election day; all early votes are final and announced simultaneously with election day votes.

Early voting is not conducted if only one candidate qualifies for each office on the ballot.

Allows candidates or their representatives to observe early voting and challenge voter qualifications in the same manner as at polling places on election day.

Modifies absentee voting provisions to prohibit voters from casting absentee ballots at the registrar's office during the early voting period, requiring them to choose either early in-person voting or absentee voting by mail; takes effect July 1, 2025.
