Establishes "Motor Voter Registration Act" allowing qualified Mississippi residents to register to vote when applying for, renewing, or changing address on a motor vehicle driver's license or official identification card.

Requires Mississippi Department of Public Safety to collect voter registration information including name, date of birth, residence address, driver's license number, last four digits of Social Security number, and electronic signature during driver's license transactions.

Allows applicants to affirmatively decline voter registration; information is forwarded to Secretary of State within five days, who forwards completed applications to county registrars within five days.

Registration date for motor voter applicants is established as the date the person completes and signs the registration form during driver's license transaction.

Effective July 1, 2025; amends multiple sections of Mississippi Code related to voter registration eligibility and procedures.
