Authorizes qualified electors to vote at the county registrar's office during a "preelection day voting period" beginning 20 days before an election and ending at 12:00 p.m. on the Saturday before election day.

Requires preelection voting to be conducted during weekday office hours from 8:00 a.m. to 5:00 p.m., with extended hours (including lunch hour and 5:00 p.m. to 7:00 p.m.) available during the final full week before an election.

Requires voters to present acceptable photo identification and sign a receipt book before casting ballots in the same manner as on election day, with all standard election procedures and challenge procedures applying.

Mandates all votes cast during preelection voting be final and announced simultaneously with votes cast on election day.

Directs the Secretary of State to promulgate rules and regulations to implement preelection day voting and becomes effective July 1, 2025.
