MS SB2646

Creates the "Restoration of Voting Rights Act" allowing automatic restoration of voting rights for persons disqualified under Mississippi Constitution Sections 241 and 244A after completing all sentence requirements and remaining crime- and arrest-free for two years following sentence completion.

Restores voting rights by operation of law without requiring legislative action once eligibility conditions are met, and allows eligible persons to register as qualified electors with county registrars.

Amends Section 23-15-11 to clarify that persons convicted of crimes resulting in disenfranchisement are not disqualified as electors if they have completed all sentence conditions and are eligible under the new restoration provisions.

Excludes persons subject to Section 99-19-37 from automatic restoration provisions and maintains requirement that restored voters otherwise meet standard qualification criteria (citizenship, age, residency, registration).

Takes effect July 1, 2025.
