Prohibits foreign nationals from making campaign contributions or expenditures in connection with elections for constitutional amendments, local ballot measures, ballot referendums, and similar measures (expands existing prohibition that covered only political office elections).

Makes it unlawful for any person to knowingly solicit, accept, receive, or aid in soliciting contributions from foreign nationals.

Defines "foreign national" as entities under 22 USCS 611(b) (excluding U.S. citizens) or individuals who are not U.S. citizens and not lawfully admitted for permanent residence.

Establishes penalties of a fine equal to three times the violation amount or $10,000 (whichever is greater), imprisonment for up to six months, or both for knowing violations.

Allows unknowing recipients of foreign national contributions 30 days to remit the contribution value to the Secretary of State; failure to do so subjects them to the same penalties as knowing violations.

Takes effect July 1, 2025.
