Establishes the "In-Person Early Voting Act" allowing qualified voters to cast ballots beginning 15 days before any primary, general, runoff, special, or municipal election through 12:00 p.m. on the Saturday before election day

Requires early voting to occur only at the registrar's office during regular business hours, with extended hours until 7:00 p.m. during the last full week before an election and Saturday voting from 8:00 a.m. to 12:00 p.m.

Removes several absentee voting eligibility categories, including students/teachers/administrators away from their county, those who will be outside the county on election day, and those required to work during polling hours—these voters would instead use in-person early voting

Prohibits ballot harvesting (collecting and transmitting another person's ballot), ballot drop boxes, and mail-in/absentee voting except for reasons specifically allowed under the Mississippi Election Code

Takes effect January 1, 2026, with the Secretary of State required to promulgate rules for security and integrity of voting systems during the early voting period
