Creates Section 23-15-51 requiring individuals registering to vote in-person or by mail to provide proof of residency documentation unless eligible to register using the Federal Post Card Application.

Specifies acceptable proof of residency documents including driver's licenses, identification cards, property tax bills, utility bills, bank statements, paychecks, and employer identification cards with photographs.

Requires proof of residency documents to contain the applicant's current full name, complete residential address with numbered street address, and be valid on the date of application.

Allows a 10-day window for applicants to submit required residency documentation after receiving notification; applications are rejected if documents are not submitted within that timeframe.

Exempts applicants updating existing voter registration information from providing proof of residency, though address updates through secure internet must match records with the Mississippi Department of Public Safety.

Takes effect July 1, 2025.
