Removes restrictions on Medicaid participation for a 40-bed psychiatric residential treatment facility in DeSoto County, allowing it to participate in Medicaid without limitations that would not apply to other psychiatric residential treatment facilities.

Requires the State Department of Health to issue a certificate of need for 40 beds in a community living program for developmentally disabled adults in Madison County, effective July 1, 2025, with no Medicaid participation restrictions.

Allows a long-term care hospital in Harrison County to participate in the Medicaid program as a "crossover provider," retroactive to July 1, 2023, while maintaining written agreement requirements and conditions for certificate of need issuance.

Waives Certificate of Need hearing process requirements and substantial compliance projections for the Madison County developmental disability facility and the Harrison County long-term care hospital.
