Deletes the July 1, 2025 repeal date for subsections (1), (2), (3), (5), (6), and (7) of Section 43-13-407, making provisions governing the Health Care Expendable Fund permanent.

Maintains the Health Care Expendable Fund established in the State Treasury with transfers from the Health Care Trust Fund for health care purposes.

Preserves provisions allowing the State Treasurer to transfer tobacco settlement installment payments into the Health Care Expendable Fund beginning in calendar year 2009.

Keeps in effect provisions allowing transfers from the Health Care Trust Fund to cover Medicaid expenditure deficits when appropriations are insufficient.

Takes effect July 1, 2025.
