Establishes licensure and regulation of genetic counselors by the State Board of Health, with licensure required beginning January 1, 2026.

Requires applicants to obtain certification from the American Board of Genetic Counseling (ABGC) or American Board of Medical Genetics (ABMG) and hold a bachelor's and master's degree.

Allows provisional licenses for individuals with Active Candidate Status (ACS) who must work under supervision of a licensed genetic counselor or physician.

Creates the Mississippi Council of Advisors in Genetic Counseling (3-5 members, majority being licensed genetic counselors) to advise the board on administration and interpretation of the act.

Establishes criminal penalties of up to $1,000 fine and/or six months jail time for violations; exempts certain licensed professionals, federal employees, and genetic counseling interns performing supervised work.
