Establishes licensure of professional music therapists by the State Department of Health, effective January 1, 2026, requiring applicants to hold a bachelor's degree in music therapy from an accredited program and be board-certified by the Certification Board for Music Therapists.

Creates a Music Therapy Advisory Committee with five members (three licensed music therapists, one licensed health care provider, one consumer) to advise the department on music therapy issues and provide analysis of disciplinary actions.

Prohibits unlicensed individuals from using titles implying they are professional music therapists, with exemptions for other licensed professionals using music incidentally in their practice and students in accredited programs.

Authorizes the State Board of Health to set licensing fees and establishes a special fund for music therapy licensure administration, with all collected fees deposited to that fund rather than the General Fund.

Creates the Mississippi Comprehensive Cancer Care Coalition Task Force to develop a state cancer care plan addressing prevention, early detection, diagnosis, treatment and survivorship, with a report due to the Legislature by December 1, 2025.
