Amends Section 25-34-41, Mississippi Code of 1972, to expand eligibility for notary public commissions to include out-of-state residents living within 15 miles of Mississippi's border.

Out-of-state applicants must meet the same requirements as Mississippi residents, including being at least 18 years old, a U.S. citizen or permanent legal resident, able to read and write English, and having resided within 15 miles of the border for at least 30 days before applying.

Maintains existing requirements for all notary applicants, including executing an oath of office, submitting a $5,000 surety bond or equivalent assurance, and compliance with disqualification rules.

Notary public commissions issued under this act are valid for four years and do not confer immunity or benefits of state public officials on the notary.

Effective date is July 1, 2025.
