Requires the Department of Child Protection Services to expend federal funds only in accordance with the applicable source of federal funds' authorization.

Prohibits the Department of Child Protection Services from paying court-ordered expenses for children in custody unless authorized by federal funds or specific legislative appropriation.

Court-ordered expenses covered by the restriction include medical examinations and treatment, care and support costs, attorney compensation, guardian ad litem fees, court proceeding expenses, and therapeutic counseling.

Allows courts to order supplemental payments for care and support of children committed to individuals or agencies other than the Department of Child Protection Services if necessary or desirable.

Effective date is July 1, 2025.
