Establishes that every individual has exclusive property rights in their name, photograph, voice, and likeness, which are assignable, licensable, and inheritable by heirs and executors.

Extends these rights for 10 years after death; if heirs commercially exploit the rights, exclusivity continues indefinitely unless there is 2 years of non-use.

Makes unauthorized use of an individual's name, photograph, voice, or likeness for advertising, fundraising, or solicitation without consent a civil violation and Class A misdemeanor.

Authorizes courts to grant injunctions, order seizure and destruction of infringing materials, and award actual damages, treble damages (for armed forces members), and attorney fees.

Provides fair use exceptions for news, public affairs, sports broadcasts, comments, criticism, scholarship, satire, parody, and incidental uses protected by the First Amendment.
