Establishes the Opportunities for Diversity in Contracting (ODC) Program administered by the Mississippi Development Authority to increase state contracting with socially and economically disadvantaged small businesses with net worth not exceeding $750,000.

Requires each state agency to appoint an ODC compliance officer responsible for monitoring ODC Program compliance, analyzing spending opportunities, tracking expenditures, and attending semiannual MDA training.

Mandates state agencies include contract language prohibiting discriminatory employment practices, certifying compliance with labor laws, and encouraging use of certified ODC vendors as subcontractors.

Requires ODC waivers to be reviewed by procurement officers and ODC compliance officers, with quarterly reports submitted to MDA; allows MDA to require approval of subsequent waivers if an agency fails to properly administer the waiver process.

Amends Section 31-7-13 to incorporate a point system or comparable system established under the ODC Act when determining lowest and best bidders for purchases over $5,000; requires MDA to file annual progress reports with the Governor and Legislature.
