Requires owners of all-terrain vehicles (ATVs) and utility task vehicles (UTVs/side-by-sides) manufactured or first sold after July 1, 2025, to apply for certificates of title through the Department of Revenue, with dealers furnishing title applications to purchasers without charge.

Expands the definition of "motor vehicle" under Mississippi's titling law to include ATVs and UTVs, clarifying that titling requirements do not imply highway operating authority or road privilege license requirements for these vehicles.

Adds exemption from odometer disclosure requirements for ATVs that do not have odometers, and exempts ATVs from provisions requiring affidavits for non-highway operation and special communication impairment decals.

Exempts ATVs held by retailers on consignment or floor plan basis from ad valorem taxation, effective January 1, 2026.

Conforms various sections of Mississippi's motor vehicle title law (Sections 63-21-15, 63-21-29, 63-21-53, 63-21-63, 63-21-67, and 63-21-70) to accommodate ATV titling requirements with effective date of July 1, 2025.
