Repeals sections 27-31-77, 27-31-79, 27-31-81, 27-31-83, and 27-31-85 of Mississippi Code, eliminating the mineral documentary tax.

Amends section 27-31-71 to change the reference range from "27-31-71 through 27-31-87" to "27-31-71 through 27-31-75" to reflect the repealed sections.

Amends section 27-31-73 to remove provisions requiring owners of existing mineral interests to pay a mineral documentary tax as a condition for obtaining ad valorem tax exemption.

Amends section 27-31-75 to remove requirements for applicants to tender payment with exemption applications and removes penalties for insufficient payments of the mineral documentary tax.

Amends section 9-1-43 to remove "mineral documentary stamp" commissions from fees subject to chancery clerk and circuit clerk salary limitations.

Effective date: October 1, 2025.
