• Authorizes native wineries and native distilleries to sell and ship native wines and native spirits directly to Mississippi residents without transacting through the Department of Revenue's Alcoholic Beverage Control Division, subject to age verification, labeling requirements, and annual reporting.

• Expands native wine retailer's permits and native spirit retailer's permits to allow up to two additional tasting rooms in the state beyond the original premises, with each additional tasting room requiring a separate permit.

• Removes the 24.5% additional markup on native wines and native spirits held at the native winery or native distillery for on-site pickup by retailers.

• Renames the "Festival Wine Permit" to "Festival Permit" and makes native distilleries eligible to hold the permit, while removing the repealer provision that was set to expire July 1, 2026.

• Prohibits direct shipments to counties that have not voted to come out from under dry law and establishes penalties for violations including fines up to $1,000 and up to six months imprisonment for each violation.
