Creates Section 5-3-70 to allow the PEER Committee to seek civil enforcement of subpoenas through chancery court, with failure to comply constituting contempt of court punishable under Section 9-1-17.

Amends Section 5-3-59 to establish criminal penalties of up to $1,000 fine and/or up to six months in county jail for witnesses who willfully refuse to appear or produce documents in response to PEER Committee subpoenas.

Allows the PEER Committee to use the Office of the Attorney General or contract counsel to bring civil enforcement actions for subpoena violations.

Exempts PEER Committee subpoenas from the automatic immunity granted under Sections 5-1-23 and 5-1-25, though the committee may offer immunity by majority vote of both houses.

Designates the Senate Sergeant-at-Arms to serve PEER Committee process upon request and makes the bill effective July 1, 2025.
