Creates the Mississippi Emergency Communications Authority within the Mississippi Emergency Management Agency to oversee Next Generation 911 (NG911) implementation statewide, with authority responsibilities including developing a State NG911 Plan and establishing minimum standards for emergency communications districts (ECDs).

Establishes an advisory board of 13 voting members appointed by the Governor and Lieutenant Governor from nominations by various organizations including 911 coordinators, first responders, telecommunications industry, and local government entities.

Levies a $2.00 monthly emergency communications service charge on residential and commercial telephone lines, Voice over Internet Protocol accounts, wireless connections (CMRS), and prepaid wireless services, with funds distributed to ECDs and the state through the Emergency Communications Public Safety Trust Fund.

Requires each ECD to submit a NG911 implementation plan for authority approval by December 31, 2030, with at least 30% of funds allocated to NG911 transition costs and remaining funds for operations and capital improvements.

Creates the NG911 CMRS Grant Fund and State NG911 Fund, with authority retaining up to 7% of service charges for operations while the Department of Revenue deducts 0.5% for administrative costs of collection and remittance.
