Corrects the fund number reference for the 2022 Emergency Road and Bridge Fund from 6619440000 to 6619441000.

Authorizes purchases of obsolete personal property sold by the Legislature without violating ethics laws under Section 25-4-105(3)(b).

Creates the "Mississippi Veteran's Home Improvement Fund" with a $2,500,000 transfer from MSVA-Board CEF for design, construction, and equipping of a new veteran's home in Rankin County; creates the "United States Fire Insurance Company Settlement Fund" with a $310,362 transfer for settlement costs related to Mississippi Delta Community College bookstore damages.

Creates the "DBCF Civil Money Penalty Fund" to receive settlement funds from violations of money transmission and mortgage acts, with $1,760,285.83 transferred from the Consumer Finance Fund for licensing oversight and administration.

Transfers $88,328,303 and $743,000 from former Commercial Mobile Radio Service Board funds to NG911-related funds on July 1, 2025, if Senate Bill No. 2835 becomes law.
