Transfers authority over the Mississippi Community Heritage Preservation Grant Fund from the Department of Finance and Administration to the Department of Archives and History.

Directs the Department of Finance and Administration to transfer all monies in the fund to the Department of Archives and History.

Allocates $61.05 million for grants to county governments, municipal governments, school districts, universities, community colleges, state agencies, and nonprofit organizations for preserving historic courthouses, school buildings, and other historic properties.

Allocates $1.75 million specifically for county courthouse restoration projects with individual grants capped at $875,000.

Establishes the Department of Archives and History's Board of Trustees as the decision-making body for project selection, approval of consultants and professionals, and approval of plans and specifications for funded projects.
