Establishes alternative procurement procedures for Mississippi institutions of higher learning and related entities to use the "construction manager at risk" method for projects with minimum construction costs of $25,000,000.

Permits construction managers at higher education institutions to obtain proposals from contractors without following public bid requirements of Section 31-7-13, instead allowing selection based on qualifications and criteria set by the construction manager and governing authority.

Requires construction managers to publish qualification and selection criteria at least four (4) weeks in advance in local newspapers and on agency websites before awarding contracts to construction and vendor contractors.

Allows construction managers or their affiliates to self-perform construction work if they submit competitive proposals evaluated alongside other contractors for the same scope of work.

Permits construction managers to delay submission of guaranteed maximum price proposals until after obtaining contractor proposals and receiving completed construction drawings and specifications from the agency or governing authority.
