Adds the Pearl River Valley Water Supply District to the list of entities eligible to receive assistance from the Local Governments and Rural Water Systems Improvements Revolving Loan and Grant Program administered by the State Department of Health.

The program provides loans and grants to counties, municipalities, districts, and tax-exempt water organizations for water system improvements, including construction, expansion, and repair of water systems.

Establishes a nine-member board to oversee the program, composed of state agency directors, association executives, and a rural water system manager appointed by the Governor.

Creates two special funds: the Local Governments and Rural Water Systems Improvements Revolving Loan Fund and the Local Governments and Rural Water Systems Emergency Loan Fund, which may receive appropriations, bond proceeds, grants, and donations from any source.

Takes effect July 1, 2025.
