Authorizes the issuance of state general obligation bonds not to exceed $3,470,000 to fund construction, furnishing, and equipping of a Hydroponics Research and Teaching Greenhouse at Alcorn State University.

Creates a special fund designated "2025 Alcorn State University Hydroponics Research and Teaching Greenhouse Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from issue date, with interest rates subject to Mississippi Code limits, and are backed by the full faith and credit of the state.

All bonds issued under this act are exempt from state taxation and shall be legal investments for trustees, fiduciaries, savings banks, and insurance companies in Mississippi.

No bonds may be issued under this act after July 1, 2029, and the act takes effect July 1, 2025.
