Amends Section 57-1-59 to authorize the Mississippi Development Authority (MDA) to enter into contracts with county boards of supervisors for staffing Mississippi welcome centers using grant funds.

Establishes the Mississippi Welcome Centers Staff Grant Program administered by MDA to provide grants to counties for staffing welcome centers with county employees who are not state service employees.

Requires MDA to inform counties about the program, develop regulations within two months of enactment, and award grants based on detailed budgets submitted by counties for staffing-related expenses.

Creates the Mississippi Welcome Centers Staff Grant Fund as a special fund in the State Treasury separate from the General Fund, with unexpended amounts and interest earnings remaining in the fund rather than lapsing.

Requires MDA to submit annual comprehensive reports by October 1 each year detailing the use of distributed monies and the program's effectiveness on welcome center staffing.
