Establishes the Mississippi-Ireland Trade Commission consisting of 10 members appointed by the Governor (3), Lieutenant Governor (2 senators), Speaker of the House (2 representatives), President of the Mississippi Economic Council (1), plus ex officio members from the Mississippi Development Authority and Institutions of Higher Learning.

Requires appointees to have current or past involvement in organizations promoting Irish affairs or interest in trade relations between Mississippi and Ireland; initial appointments due by July 1, 2025, with subsequent terms of four years.

Commission shall meet at least quarterly with a majority constituting a quorum; members serve without compensation and elect their own chairman and officers.

Authorizes the commission to advance bilateral trade and investment, promote business and academic exchanges, encourage mutual economic support and infrastructure investment, and initiate joint action on policy issues between Mississippi and Ireland.

Grants the commission authority to raise funds through direct solicitation, fundraising events, and accept gifts, grants, and bequests from individuals, corporations, foundations, and governmental or private organizations to carry out its purposes; effective March 17, 2025.
