Codifies that parents have a fundamental right to nurture, educate, care for, have custody of, and control their children.

Prohibits state and local government agencies from infringing on parental rights except through laws narrowly tailored to meet a compelling government interest using the least restrictive means.

Allows individuals whose parental rights have been violated to bring claims or defenses in court and obtain declaratory or injunctive relief.

Excludes child abuse violations, foster care system procedures, and procedures not already available to children from the bill's protections.

Takes effect July 1, 2025, and applies to all state laws, rules, regulations, and local ordinances whether adopted before or after that date.
