Appropriates $5,000,000 from the Small Municipalities Federal Match Fund to the Department of Finance and Administration for the fiscal year beginning July 1, 2025, and ending June 30, 2026.

Designates appropriated funds as matching funds to enable small municipalities to access and draw down discretionary federal funds.

Requires the Department of Finance and Administration to establish a match rate of 20% local funds (contributed by the small municipality) to 80% federal funds received.

Authorizes the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer in accordance with state law.

Takes effect upon passage.
