Appropriates $375,900,626 from State General Fund to Board of Trustees of State Institutions of Higher Learning for support, maintenance, and operations of eight universities (Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi) for fiscal year 2026.

Appropriates $1,092,141,241 from federal, student fees, and other special source funds for education and general operations of the eight universities for fiscal year 2026.

Allocates $1,500,000 from Ayers Endowment interest fund to Alcorn State University ($424,500), Jackson State University ($651,000), and Mississippi Valley State University ($424,500).

Designates $72,873,070 from Education Enhancement Funds for on-campus and off-campus support across all eight universities and includes targeted funding for specific programs including STEM initiatives, e-learning centers, aviation programs, and research centers.

Establishes performance measures for fiscal year 2026 including targets for undergraduate degrees (13,651), graduate degrees (4,592), STEM degrees (3,326), and health field degrees (786).
