Appropriates $39,622,232.00 from State General Fund and $46,454,018.00 from federal, student fees, and special source funds to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2026 to support 17 designated institutes, laboratories, and programs including the Center for Advanced Vehicular Systems, Gulf Coast Research Laboratory, Research Institute of Pharmaceutical Sciences, and others.

Allocates $175,000.00 from Gulf Coast Research Laboratory funds for Sea Grants matching and provides that budget reductions to the laboratory shall be applied proportionally to state Sea Grant funds.

Designates $1,500,000.00 for the National Center for Cannabis Research and Education at University of Mississippi's Research Institute of Pharmaceutical Sciences for data analysis, educational initiatives, and collaboration with the State Department of Health.

Reappropriates $300,000.00 from Capital Expense Fund for the Executive Office of the Board of Trustees to repair, maintain, or replace the fire detection and suppression system at the IHL Education and Research Center.

Requires the Board of Trustees to report yearly on institutions not in compliance with deficit spending prohibitions and establishes restrictions on research involving human embryos.
