Appropriates $33,358,966.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes $14,426,083.00 in special source funds expenditures, with $1,150,000.00 derived from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Establishes specific performance targets for FY2026 including 270,000 direct agricultural contacts, 205,000 family and consumer education contacts, 178,000 4-H youth contacts, and 370,000 total natural resources and environment contacts.

Prohibits use of appropriated funds to replace withdrawn federal or special source funds for salaries and requires submission of FY2027 budget requests in comparable format and detail to FY2026.
