Appropriates $6,260,147.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the Forest and Wildlife Research Center's operation and maintenance for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes $1,369,899.00 in special source funds for the Forest and Wildlife Research Center, including $450,000.00 from the Education Enhancement Fund.

Reappropriates $1,000,000.00 from the Capital Expense Fund for Deer Lab renovations, not to exceed the unexpended balance remaining as of June 30, 2025.

Prohibits general funds from replacing federal or special source funds used for authorized salaries that are withdrawn or no longer available.

Directs the agency to submit its Fiscal Year 2027 budget request in a format comparable to the Fiscal Year 2026 request and establishes procurement preference for Mississippi Industries for the Blind when bids are equal.
