Appropriates $20,498,552.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation of the College of Veterinary Medicine at Mississippi State University for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes $52,894,026.00 in expenditures from special source funds collected by or available to the College of Veterinary Medicine, including $750,000.00 from the Education Enhancement Fund and $17,500,000.00 from the Mississippi State University Veterinary School Fund for the Wise Center design, construction, renovation, repairs, and equipment.

Allocates $125,000.00 for Chronic Waste Disease testing, programming, and personnel expenses, and $60,000.00 for the Dr. Elton Mac Huddleston Rural Veterinarians Scholarship Program.

Establishes performance targets for fiscal year 2026 including 95% of Year 4 DVM students passing NAVLE at graduation, 55 grants/contracts awarded, 40,000 patient visits to the Animal Health Center, and 345,000 diagnostic tests performed at the Veterinary Research & Diagnostic Lab.

Takes effect July 1, 2025, and prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.
