Appropriates $227,438,680.00 from the State General Fund and $65,785,786.00 from special state treasury funds for operation and support of Mississippi's public community and junior colleges for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Distributes funds through a community college support formula based on full-time equivalency (FTE) enrollment with weighted factors for academic (1.0), technical (1.0), career (1.0), associate degree nursing (1.19), and allied health (1.19) programs.

Allocates specific funding for life and health insurance ($30,594,336.00), workforce development ($6,750,000.00), education technology ($10,000,000.00), nursing and allied health programs ($2,556,922.00), and dropout recovery initiatives ($3,000,000.00).

Provides $10,000,000.00 from the Education Enhancement Fund for the Career and Technical Advantage Program to support startup costs, program expansion, and infrastructure improvements at community colleges.

Establishes performance targets for fiscal year 2026 including degree awards per 100 FTE, student success rates, nursing licensure pass rates, and job placement percentages; requires reporting on achievement of these targets in the fiscal year 2027 budget request.
