Appropriates $378,324.00 from special funds in the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 3 permanent positions and 0 time-limited positions for the commission.

Requires the agency to maintain personnel services expenditures for FY2027 at or below FY2026 appropriated levels unless the Legislature adds new programs or positions.

Restricts the use of appropriated funds to comply with IRS Publication 15-A regarding contract employee income reporting and prohibits use of general funds to replace withdrawn federal or special funds.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
