Appropriates $200,296.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2025, and to submit the fiscal year 2027 budget request in comparable format and detail.

Prohibits use of general funds to replace federal or special funds previously used for authorized salaries that are withdrawn or no longer available.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple equal bids are received for commodities or equipment purchases, or when purchases are made without competitive bidding.

Takes effect July 1, 2025 and repeals June 30, 2026.
