Appropriates $419,769,725.00 in general funds and $30,739,901.00 in special funds to the Mississippi Department of Corrections for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates funding across multiple operational divisions including central office ($33.6 million), medical services ($109.6 million), private prisons ($68.5 million), and correctional facilities including Parchman, Central Mississippi Correctional, and South Mississippi Correctional.

Authorizes the Commissioner to transfer up to 25% of authorized budgets between and within budget categories, with required written justification to the Legislative Budget Office and Department of Finance and Administration.

Establishes performance targets for the department including inmate recidivism rates, educational program enrollment, parole numbers, and security metrics, with progress reporting required in the fiscal year 2027 budget request.

Includes provisions requiring regional facility per diem rates not exceed $32.71 per inmate, medical reimbursement rates based on Mississippi Medicaid, and allocations of $9.25 million for the Inmate Welfare Fund and $1 million for the Inmate Incentive to Work Program Fund.
