Appropriates $5,464,281.00 from the State General Fund and $21,289,802.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2026, with authorized headcount of 113 permanent and 66 time-limited positions.

Appropriates an additional $585,056.00 from the State General Fund and $442,674,787.00 from special treasury funds for disaster assistance programs, including public assistance, individual and family grants, and mitigation programs for multiple declared disasters from Hurricane Katrina through 2023.

Authorizes the Executive Director to transfer up to $500,000.00 between fund categories for efficient cash reserve management with written justification to the Legislative Budget Office and Department of Finance and Administration.

Requires the agency to maintain a minimum of nine Area Coordinators residing within fifty miles of their assigned districts and establishes performance targets including 100% affected population notification, 48-hour delivery of goods and services, and 15 ongoing recovery projects.

Reappropriates $47,563.00 in Capital Expense Funds for vehicle purchases authorized in the 2024 Regular Session and authorizes direct reimbursement payments to Mississippi citizens approved for FEMA Safe Room Grant Program, with FEMA reimbursement to the agency.
