Appropriates $26,533,674.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $21,487,878.00 from special funds to the Department of Information Technology Services for telecommunications, data center, and IT services to state agencies.

Authorizes 132 permanent positions for the Department of Information Technology Services and 9 permanent positions for the Wireless Communication Commission.

Appropriates $11,921,557.00 from the State General Fund for the Wireless Communication Commission and requires the commission to follow all state procurement and bid laws.

Reappropriates $1,500,000.00 from the Capital Expense Fund for upgrades, maintenance, and refresh of the Statewide Payroll and Human Resource System (SPAHRS), with expenditures limited to unexpended balances remaining as of June 30, 2025.
